Buying Property in El Ciruelo and Pedasi: Panama’s Quieter Azuero Coast

Most people who come to Panama’s Azuero coast go straight to Playa Venao, look at the surf, and start asking about condos. Fair enough. But the coast keeps going in both directions, and two places either side of it get almost no attention in English: El Ciruelo and the countryside around Pedasí.

This is a guide to buying in both. Fewer listings, bigger parcels, lower prices per hectare, and a different kind of buyer.

First, a correction you will see everywhere

Pedasí is not a province. It is a district of Los Santos province, on the southeastern tip of the Azuero peninsula. The district includes the town itself plus the coastline running north and south of it. This matters when you are reading a land title or a cadastral reference, because the district and province are how the property is legally identified.

El Ciruelo: big parcels, almost no competition

El Ciruelo sits along the coast with very little built on it. What comes up for sale here tends not to be building lots. It is agricultural land, hillsides and beachfront in parcels measured in hectares rather than square metres.

Right now our El Ciruelo inventory runs from a turnkey business on 2,000 square metres at $230,000, up to a 30 hectare valley property at $3,000,000, with a 48 hectare beachfront parcel also on the market. Three listings in total, which tells you something in itself: this is not a market with weekly turnover.

The buyer for El Ciruelo is not someone looking for a house near a restaurant. It is someone who wants land, has a project in mind, and is comfortable being early.

Pedasí: the town is not the market

Pedasí town is genuinely charming and it is the reason most expats end up on this side of the peninsula. It has the restaurants, the clinic, the school, the airstrip and an established foreign community. That is exactly why very little comes up for sale inside it, and why what does is not cheap.

The market that actually moves is the land around the district. Our current Pedasí listings are both land: a 109 hectare property at $400,000, and twin lots totalling 1,200 square metres. Two listings.

If you want to live in Pedasí town specifically, be prepared to wait, or to buy land nearby and build. If you are open to the wider district you have far more to choose from and your money goes considerably further.

What to check here specifically

Two things matter more in El Ciruelo and rural Pedasí than they do in a Playa Venao development.

Legal access. Large rural parcels are frequently reached across someone else’s land. A track you drove in on is not the same as a registered right of way. Confirm access is legally attached to the property before anything else, because without it you own something you cannot reach or build on.

Title status. Rural and coastal land in Azuero is much more likely to be held as Rights of Possession rather than titled, and the closer to the beach the more likely a concession is involved. Water and electricity are the third question. On a hectare-scale rural parcel neither is a given, and the cost of bringing them in can exceed what you paid for the land.

How the prices compare

El Ciruelo and Pedasí each have too few active listings to draw a median from, so treat the figures above as examples rather than a market rate.
